Like it or not, popular media is one of the primary ways that societies experience historic events and figures, and anime is no exception.
The panel would explore the ways and the whys of the representation of historic figures and events are depicted through the medium of manga and anime, and maybe answer burning historiographical questions like what Medieval Europe would be like with giant robots, or why Nobunaga Oda keeps being reimagined as a young schoolgirl.

Alternate histories, or history lessons ? On the whole of it mostly the later, however, alternate histories can be just as revealing about the perceptions and understanding of historic persons, events or periods among the writers and the audience they are writing for, so their inclusion could add something to the discussion overall I'd wager.

How about animes that portray a piece of history like ww2 animes but alter it with the "anime touch" (magic, heros, etc). I think those would be interesting to compare to real live events.

Deffinitely. Series like Tanya the Evil, Izetta the Last Witch, all have something to say about popular representations of history.
